The Federal Aviation Administration (FAA) is responsible for the safety of civil
aviation. The Federal Aviation Act of 1958 created the agency, under the name
Federal Aviation Agency. The present name was adopted in 1967 when the FAA
became a part of the Department of Transportation. The FAA's major roles
include:
Regulating civil aviation to promote safety;
Encouraging and developing civil aeronautics, including new aviation
technology;
Developing and operating a system of air traffic control and navigation for
both civil and military aircraft;
Researching and developing the National Airspace System and civil aeronautics;
Developing and carrying out programs to control aircraft noise and other
environmental effects of civil aviation; and
Regulating U.S. commercial space transportation

The Regulation and Certification Group (AVR) is responsible for the
certification, production approval, and continued airworthiness of aircraft;
certification of pilots, mechanics, and others in safety-related positions. It
is also responsible for certification of all operational and maintenance
enterprises in domestic civil aviation; development of regulations; civil flight
operations; and the certification and safety oversight of some 7,300 U.S.
commercial airlines and air operators.

The FAA's Flight Standards Service (AFS) sets standards for the certification
and oversight of airmen, air operators, air agencies, and designees. AFS
promotes safety of flight of civil aircraft and air commerce by:
Setting regulations and standards that consider the air carrier's duty in the
public's interest to operate at the highest degree of safety;
Setting regulations and standards for other air commerce, air agencies, and
airmen at the appropriate levels of safety in the public's interest;
Accomplishing certification, inspection, surveillance, investigation, and
enforcement activities; and finally
Managing the systems for registry of civil aircraft and all official airmen
records.

The AFS-600 division is composed of three branches who promote safety by
providing the aviation community with the highest level of services and systems.
It educates, advises, enlightens, and empowers users to save lives though the
development, implementation, analysis, and dissemination of technical
information. This encompasses airmen testing, designee standardization, and
management of aviation data systems.

Regulatory and Guidance Library (RGL) http://www.airweb.faa.gov/rgl
This is a set of searchable databases which contain regulatory, guidance, and
aviation product information. The RGL contains certain Federal Aviation
Regulations (FARs) and Special Federal Aviation Regulations (SFARs) from 14 CFR
in their current version as well as historical versions. This gives you the
ability to assemble certain FAR Parts as they existed at any date in the past
(referred to as a Regulatory Basis). The RGL also contains certain Notices of
Proposed Rulemaking (NPRMs) and Final Rules (with all preamble explanatory
material) which led to the actual Rule changes. In addition, the RGL contains
Make/Model information for all civil aviation products including all current
Type Certificate Data Sheets (TCDS); Supplemental Type Certificates;
Airworthiness Directives (ADs) both final and proposed; aviation safety Advisory
Circulars (ACs) both final and draft; Aircraft Certification Service Orders and
Notices; Technical Standard Orders and TSO Index; Special Conditions both final
and proposed; Exemptions; and Equivalent Levels of Safety.

This website is an on-line database repository of approved STCs. A Supplemental
Type Certificate (STC) is a document issued by the FAA approving a product
(aircraft, engine, or propeller) modification. The STC defines the product
design change, states how the modification affects the existing type design, and
lists serial number effectivity. It also identifies the certification basis
listing specific regulatory compliance for the design change.

The Type Certificate Data Sheets (TCDS) database is a repository of Make and
Model information. The TCDS is a formal description of the aircraft, engine, or
propeller. It lists limitations and information required for type certification
including airspeed limits, weight limits, thrust limitations, etc.

This database provides the user with all Airworthiness Directives (ADs) issued
by the FAA which are still in effect - some date back to the 1940's. The users
can quickly view recently published data in this database. ADs can be searched
by any word or group of words; or viewed by Number or Make. It is possible to
view historical AD information to see old or cancelled ADs.

The Federal Aviation Administration's (FAA's) Civil Aviation Registry (AFS-700)
is responsible for developing, maintaining, and operating national programs for
the registration of United States civil aircraft and certification of airmen.

This website contains information regarding airworthiness certification,
production approvals for aircraft, engines, and propellers, design approvals,
continued operational safety, design modifications for aircraft engines, and
propellers, international aviation, and design and production approvals for
parts, articles, and appliances.
Provide administrative support and resource management for the Directorate
field offices;
Develop type certification policies and regulations for small airplanes,
airships, and balloons and ensure standardized application of the policies and
regulations;
Administrate type certification of small airplanes, airships, and balloons in
field offices outside the Directorate; and
Monitor service difficulty information and process airworthiness actions for
small airplanes, airships, and balloons.

In addition to certifying all aircraft, this office has the responsibility of
writing rules and policy for rotorcraft and working with all the Aircraft
Certification Offices to achieve standardized application of the rules for
rotorcraft. It also works with counterparts in other countries to issue domestic
approvals for foreign manufactured rotorcraft.

The Federal Aviation Regulations (14CFR Part 21) provide for the issuance of FAA
Form 8130-7, Special Airworthiness Certificate, in the experimental category to
permit the operation of amateur-built aircraft. Section 21.191(g) defines an
amateur-built aircraft as an aircraft, the major portion of which has been
fabricated and assembled by person(s) who undertook the construction project
solely for their own education or recreation. Commercially produced components
and parts which are normally purchased for use in aircraft may be used including
engines and engine accessories, propellers, tires, spring steel landing gear,
main and tail rotor blades, rotor hubs, wheel and brake assemblies, forgings,
castings, extrusions, and standard aircraft hardware such as pulleys,
bellcranks, rod ends, bearing, bolts, rivets, etc. This website includes
Advisory Circulars (ACs) relating to the safe implementation and advancement of
amateur-built aircraft construction.

The Office of Aerospace Medicine provides a broad range of aviation medical
services to the domestic and international aviation communities including 1)
performing medical certification of airmen and medical clearance of FAA air

The FAA provides general rule information on published regulatory documents. ARM
welcomes the public to participate in rulemaking on this website by sending
comments and petitions for exemptions. The rulemaking committees provide advice

The SUP Program Office was established in November of 1995. Functions of this
office include 1) providing a primary point of contact on SUP issues; 2)
providing technical support to FAA Offices and industry; 3) developing basic SUP

reporting information system and analyzing data in that system; 5) disseminating
SUP information to FAA Offices, other government agencies, and industry; 6)

The Office of Accident Investigation (AAI) is the principal organization within
the FAA with respect to aircraft accident investigation and all activities
related to the National Transportation Safety Board (NTSB). As such, AAI's
mission is to investigate aviation accidents and incidents to detect unsafe
conditions and trends and to coordinate the corrective action process. This
website provides preliminary accident data and incident data which are available
as ASCII text in several report categories for the last ten working days.

Since its inception, the Aeronautical Center has greatly expanded training and
logistics services and added a number of other aviation safety-related and
business support products and services. These products and services include:
engineering services; medical, human factors, and organizational research;
aircraft and airmen information; standards development for pilot and aircraft
performance as well as flight procedures; and automated systems development and
support. The customer base includes the entire FAA, all the transportation modes
in the Department of Transportation, other Federal agencies, and foreign
governments, as well as pilots, media, aircraft owners, and commercial air

The FAA William J. Hughes Technical Center is the nation's premier aviation
research and development, and test and evaluation facility. The Center serves as
the national scientific test base for the FAA. Technical Center programs include
testing and evaluation in air traffic control, communications, navigation,
airports, aircraft safety, and security. They also include long-range
development of innovative aviation systems and concepts, development of new air
traffic control equipment and software, and modification of existing systems and
procedures. The Technical Center not only serves as a cornerstone for aviation

The Automated Surface Observing System (ASOS) is an automated observing system
being sponsored by the Federal Aviation Administration, National Weather Service
(NWS) and the Department of Defense (DOD). ASOS provides weather observations
which include: temperature, dew point, wind, altimeter setting, visibility, sky
condition, and precipitation. 569 FAA-sponsored and 313 NWS-sponsored ASOSs are
installed at airports throughout the country.

Automated Weather Observing System (AWOS) is a suite of sensors, which measures,
collects and broadcasts weather data to help meteorologists, pilots, and flight
dispatchers prepare and monitor weather forecasts, plan flight routes, and
provide necessary information for correct takeoffs and landings. AWOS units
provide a minute-to-minute update to pilots by VHF radio or nondirectional
beacon. Each hour AWOS data is available to off-site users by means of longline
telephone communication or satellite uplink. Both Federal and nonfederal systems
are in service. The FAA purchased and currently maintains the Federal AWOS
equipment. State, local, and private organizations buy and maintain nonfederal
AWOSs.
Office of Commercial Space Transportation http://ast.faa.gov
The Office of the Associate Administrator for Commercial Space Transportation
(AST) is the only space-related line of business within the FAA. AST is given
the responsibility to:
Regulate the commercial space transportation industry, only to the extent
necessary, to ensure compliance with international obligations of the United
States and to protect the public health and safety, safety of property, and
national security and foreign policy interest of the United States;
Encourage, facilitate, and promote commercial space launches and re-entries by
the private sector;
Recommend appropriate changes in Federal statutes, treaties, regulations,
policies, plans, and procedures; and
Facilitate the strengthening and expansion of the United States space
transportation infrastructure.

The role of the Air Traffic Control System Command Center (ATCSSC) is to manage
the flow of air traffic within the continental United States. The ATCSSC has
been operational since 1994 and is located in one of the largest and most
sophisticated facilities of its kind. This website contains a map of the United
States with the major airports and the corresponding condition and delay status.

The FAA's International Program's goal is to increase the safety and capacity of
the global aerospace system in an environmentally sound manner. The Assistant
Administrator for International Aviation (API) is responsible for coordinating
all of the FAA's international efforts and for advancing the nation's
longstanding leadership on the international front. Nearly all of the FAA's
Lines of Business and Staff Offices are involved with the FAA's International
Program.
Automatic Dependent Surveillance-Broadcast (ADS-B) http://www.faa.gov/nextgen/programs/adsb/
The Capstone Program is a joint industry and FAA Alaskan Region effort to
improve aviation safety and efficiency by putting cost effective, new technology
avionics equipment into aircraft and providing the supporting ground
infrastructure. The demonstration areas are non-radar environments where most of
the air carrier operations have been limited to Visual Flight Rules. Capstone is
equipping aircraft used by commercial operators in the area with a
government-furnished Global Positioning System (GPS) based avionics package. In
addition to the avionics suites, Capstone is deploying equipment for weather
observation, data link communications, surveillance, and Flight Information
Services (FIS). Capstone has also increased the number of airports served by an
instrument approach and now enables radar-like IFR air traffic control services.
A significant number of mid-air collisions, controlled flight into terrain, and
weather-related accidents can be avoided with new technologies incorporated into
the Capstone avionics package.
